From personal experience, we have had to start over our garden ground location due to just poor soil that has no nutrients to work with and soil diseases to contend with. The combination of these two factors can just beat the crap out of your efforts and all you end up with is dead residue, no fruit, and a year lost. Because of the combined soil issues we have started over with raised seed beds using stock tanks of different sizes, filling them half full of bottles and plastic containers because they don’t decompose, covering the bottles and plastic containers up with a water penetrating canvas, and then using the best material we could find for soil.
